Richard - sorry to have to tell you this but you are WRONG. Please see the officially recognized english translation of Article 9.

The official English translation of the article reads:

“ ARTICLE 9. Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. (2) To accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

article 9 states that japanese forces cannot be deployed out of japan. but some exceptions they have made include when they sent peace keeping troops to the middle east to aid the invasion lead by US, then immediately withdrew without any firefights. war isn't illegal, they just can't deploy troops which, means that they cannot attack anyone outside of japan

Good Site! I was wondering if I might be able to quote a portion of your site and use a few items for a term paper. Please let me know through email if that would be fine. Thanks
